My guess is you have two options: 1) Use polish intended for auto paint to try and buff out the discoloration, or 2) Use chemical paint stripper to remove old clear coat and re-clear ... You can use Purple Power which is stronger but you’ll have to cut the strength with water if not it’ll take the paint off the gutters if not removed quickly.

Does anyone use purple power in the parts washer, its only like $12 for 2.5 gallons and it works well as a spray on de-greaser. Like so many other cleaners of this type caution should be exercised because it is quite strong. As a couple here have already mentioned, diluting it is important for some areas but for external use I pretty much use it full strength.

Just use the minimum needed to get the job done.
